"Hacked" phone numbers?

I know this might be a really dum question for many people, but I really need to know the answer. Is there a way,somehow, so people can dial an international number, thinking its a french code, and its not. I mean, Im dialing a number( internacional) to France. All the codes seam right. Is it possible that that number given to me its not from France? I only ask for a honest answer, please!
