Help please! I need advice!?

My boyfriend and I have been together for almost 2 years and have been living together for almost as long. We have discussed Marriage several times, he keeps saying he needs more time and that he's afraid of commitment. But in the same breath he will talk about how much he wants kids, and I have already told him that I don't want children until we are married, but that doesn't seem to change his mind on the subject. He says that after the new year he will be ready to make a commitment (I'm guessing actually discussing a proposal). I told him that if we had the same talk again and he still says that he needs more time, that we should reconsider our relationship, He got upset but just said, "well if that's how you feel". I'm confused.. I love him so much and don't want to leave him, but how long am I supposed to sit around and wait for him to make a real commitment to me? I'd just like to hear some thoughts from outside sources. Anything would be helpful..Thanks =)
